MONTEREY BOARD OF HEALTH MEETING MINUTES

Date:  March 19, 2012
Present:  Peter Kolodziej, Stephen Enoch, Robert Annelli and John Makuc

The meeting began at 4pm

1.  The Board reviewed recent email communications from Kathie Tryon to Board member Stephen Enoch (available at town hall) regarding her town nurse proposal and the next steps of creating a committee and a survey/needs assessment.  Kathie stated that she feels that the Board is following its own agenda rather than what was agreed upon at the recent Select Board meeting attended by the Board of Health, Select Board, Finance Committee and Kathie; John is going to contact Kathie on this as the Board believes there is a misunderstanding.  Kathy also stated that she did not give permission to the Board or the Town to share her proposal without her consent but the Board discussed and will confirm with the Division of Public Records that under the Public Records Law her proposal became a public record when it was submitted to the Board of Selectmen and the Board of Health at public meetings and is therefore available for anyone to view or make copies of.  The Board feels that she should be part of the process of creating this survey/needs assessment and they are concerned about her perception of what the Board is trying to accomplish.  Peter spoke to Donna Saloom at the Department of Public Health and she gave Peter some additional names to contact regarding surveys that have already been done for proposals similar to this one.  Stephen has also researched online setting up surveys and setting up a needs assessment.  The Board checked with the Town Accountant on funds available; they have $368.76 left in their expense and $2706.02 in a mini-grant so they will not need to increase their budget for next year.  Karen Shreefter also forwarded information to the Board on the Elder Services of Berkshire County which provides a variety of in-home services designed to enable an elder to remain independent at home.  A full list of their services and their eligibility requirements can be found online at www.esbci.org . Jon is going to call Elder Services as well to see how many times they are contacted from residents of Monterey.  Peter is going to call the Department of Public Health to get a copy of surveys similar to this that have been done in the past.  The Board would like to have a draft survey/needs assessment available and ready to mail by their April 23rd meeting.
2.  The Board will be changing their meeting time from 3:30 to 4pm beginning with their next meeting scheduled for Monday, April 2, 2012 at 4pm.
